Rails загружает файлы css из public / assets вместо app / assets в режиме разработки

Я работаю в режиме разработки. Я редактирую файлы .css, но не вижу изменений. Если я перейду в public / assets / и переименую application.css, я увижу изменения (он не может найти никаких стилей). Зачем ему нужен этот файл? Разве это не для производственного режима? Я не хочу все время предварительно компилировать в режиме разработки. Благодарю. Файлы окружения добавлены ниже.
