ACAGetTransmitterBulkRequestStatus. TPE1122: «Заголовок безопасности WS в сообщении недействителен».

Я могу успешно отправить запрос BulkRequestTransmitterService в IRS. Но я остановился на ACAGetTransmitterBulkRequestStatus. Это ошибка с TPE1122: «Заголовок безопасности WS в сообщении недействителен».

Я использую java и apache xmlsec для генерации запросов, те же классы для BulkRequestTransmitterService и ACAGetTransmitterBulkRequestStatus, но BulkRequestTransmitterService успешно и ACAGetTransmitterBulkRequestStatus не удалось.
