Следовательно, мобильные устройства этого не делают. Они только время от времени отслеживают местоположения или если приложение специально запрашивает обновления местоположения. На Android 8.0+, даже если приложения запрашивают обновления местоположения, устройство будет проверять реже, если все эти приложения работают в фоновом режиме.
