Состояние BizTalk Receive Location остается отключенным, несмотря на то, что атрибут Enable равен true в файле привязки

Я импортировал образец файла привязки из «Консоли администрирования BizTalk Server» -> «Импорт -> Привязки...».

Он успешно создал местоположение получения, но, несмотря на то, что в файле <Enable>true</Enable>, он создал местоположения со статусом отключен.

Можно ли включить его с помощью файла привязки?
